This position is located in the Office of the Under-Secretary-General for Management (OUSG/DM).

The Department of Management, based out of UN Headquarters in New York, supports United Nations duty stations, offices and locations around the globe on administrative, personnel, policy and reform matters such as: human resources management; learning and development; procurement of goods and services; global logistics and service delivery; financial management, budget and accounts; travel and transportation processes, facilities management, and more.

The Principal Administrative Officer is under the overall guidance of the Under-Secretary-General for Management (USG/DM) and reports directly to the Director of the OUSG/DM.

Within delegated authority, the Principal Administrative Officer will be responsible for the following duties:

?Formulates and implements the substantive work programme of OUSG/DM to ensure implementation of strategic decisions. Oversees the management of activities undertaken by OUSG/DM, fosters innovation and continuous improvement in the quality and timeliness of service delivery, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.
?Provides strategic policy advice to the USG/DM; participates in and/or leads business transformation projects and management reform initiatives to meet the evolving needs of the Organization. Ensures programmatic and policy coordination and synergistic engagement with UN entities, represents DM in senior coordination and strategic planning exercises. Liases with government delegations, departments within the Secretariat, specialized agencies, funds and programmes as well as host country authorities.
?Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Fifth Committee, the General Assembly and other policy-making organs, as appropriate.
?Reports to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
?Assists the USG/ DM in ensuring that the outputs produced by the Department maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Assists the USG/ DM in ensuring that all outputs produced by the Department meet required standards before completion to ensure they comply with the relevant mandates.
?Assists the Director in preparing the work programme of the Office, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
?Undertakes or oversees the programmatic tasks necessary for the functioning of the Office, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, finance, accounting, law, social sciences, or related field. A first-level university degree in any of these fields, in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

A minimum of fifteen years of progressively responsible experience in organizational management, programme management, policy analysis and formulation, human resources and financial management is required. Experience in senior office assignments in international organizations, policy development and in implementing change management is required.

語言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official UN language is an advantage.
