This position is located in the Latin American and the Caribbean Institute for Economic and Social Planning. The Social Affairs Officer reports to the Chief Division. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. 工作內(nèi)容

Under the direct supervision of the ILPES Director, the Social Affairs Officer will be responsible for the following duties:

? Monitors social developments and identifies recurrent and emerging issues of concern to the United Nations in the context of the 2030 Agenda for Sustainable Development and the SDGs.
? Develops methodologies and policy recommendations pertaining to the area of work with emphasis on foresight- planning and analysis, strategic planning, budgeting and linking national plans with budgets; multi-level planning and public policy formulation and evaluation. Formulates proposals for sustainable development strategies, policies and measures for presentation to intergovernmental bodies and others.
? Proposes, designs and carries out substantive research projects analyzing key trends and changes in socio-economic structures and related issues (e.g., poverty, employment, education, ageing, disability, family, youth, occupational, cultural, educational demographic patterns, gender issues, etc.) at global, regional and national levels; assesses implications to development planning and strategies and develops proposals with respect to social development and social welfare policies and interventions.
? Develops methodologies for improving knowledge management and the systematization of experiences and lessons learned in support to strengthening the capacities of government institutions on development planning and public management.
? Develop and delivers training to professionals on social planning, public management taking advantage and fully incorporating information and communication technologies.
? Update and adjusts training contents, methodologies and modalities according to the profile of recipient audiences.
? Provides policy advise and technical cooperation services to government counterparts in the design of national, sector and local development plans and in the formulation and evaluation of public programmes and policies.
? Accompanies governmental counterparts in the delivery of training sessions and assesses and preempts emerging training needs.
? Liaises and partners with other experts in the field (e.g. governments, research institutes, academia, other international organizations, etc.) to discuss issues related to social development, education and training on planning for development and exchanges views on latest findings, policy guidelines, new models of development, etc.; helps ensure that lessons learned are disseminated and incorporated into development programmes and other initiatives, including gender-related activities.
? Plans, organizes and provides substantial servicing of ad hoc expert group meetings, conferences, seminars, workshops, etc. to include identification and selection of participants, development of background documentation, preparation of reports, documents, policy recommendations and analytical briefs based on the outcome of such meetings.
? Prepares a variety of studies, reports, background papers, on a wide range of social development, social planning and evaluation, training on methodologies for continuous education and training on social and related issues
? Provides substantive support in the design, implementation and evaluation of social policies and social planning issues to intergovernmental bodies (such as the Council for Regional Planning, the Statistics Council of the Americas, the Commission for Social Development, among others).
? Represents organizational unit at international, regional and national meetings.
? Provides technical assistance to governments and other bodies on planning for development both at the national and local levels and in the formulation and implementation of policies and programs related to socio-economic development.
? Designs, monitors, backstops and assesses training needs for the strengthening of government capacities on planning and public management issues. Moreover, supports the strengthening of capacities of government counterparts in the implementation of technical cooperation programmes and projects.
? Conducts training seminars and workshops for government officials and others.
? Formulates technical modalities for the evaluation of individual technical cooperation projects.
? Performs other duties as required.

Ability to apply principles and concepts of socio-economic development in relation to government, the private sector, civil society and international organizations. Excellent research skills and demonstrated ability to complete in-depth studies and to formulate conclusions/recommendations. Excellent skills to design tools and methodologies for the strengthening of capacities of government authorities and in general of civil servants from the public sector. Excellent skills for the delivery of training sessions to different audiences. Ability to apply modern techniques to knowledge management and systematization of good practices. Ability to conduct conceptual and strategic analyses. Ability to analyze and articulate the social dimension of complex issues. Problem-solving skills. Ability to use sound judgment in applying technical expertise to resolve a wide range of complex issues/problems. Very good knowledge of region or country of assignment, including the political, economic and social dimensions. Ability to relate socio-economic issues, trends and perspectives, including gender issues, to social development initiatives/programmes in affected country/region. Strong negotiating skills and ability to influence others to reach agreement. Ability to work under pressure. Very good knowledge of institutional mandates, policies and guidelines pertaining to social affairs. Sound knowledge of the institutions of the UN system.. Advanced university degree (Master’s degree or equivalent) in sociology, economics, other social science or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Specialized advanced studies in public policy management or development planning is desirable. Studies in pedagogy and professional learning processes is desirable.

A minimum of seven years of progressively responsible experience in socio economic development, policy analysis, sociological research or related area is required. Relevant experience at the professional level in the design and implementation both of social policies and plans and strategies at the national and subnational levels is required. Relevant experience at the professional level in knowledge management and the design and provision of specialized training using cutting edge information and communication technologies is desirable. Relevant experience at the professional level in the provision of policy advise and technical cooperation services to government on sector and national development planning is desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English (both oral and written) is required. Knowledge of Portuguese is desirable. Knowledge of another UN official language is also desirable.
