Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This position is located in the Executive Office in the Office of the High Commissioner for Human Rights (OHCHR) in Geneva. Geneva is classified as a "H" hardship duty station and a family duty station. The incumbent reports to the Chief of Office.

工作內(nèi)容

Within delegated authority, the incumbent will be responsible for the following duties:

? Assist the High Commissioner (and Deputy High Commissioner as required) in implementing programmes of OHCHR in specific geographic or thematic areas, in close liaison with the relevant substantive Divisions within OHCHR.
? Assist the High Commissioner in identifying complex and sensitive policy issues in relation to a specific geographic region or thematic issue, as determined, in close liaison with the relevant substantive Divisions within OHCHR.
? Assist the High Commissioner in the formulation, communication, implementation and evaluation of policies, practices and activities for the promotion and protection of human rights.
? Draft policy documents, briefing papers, contributions for statements and talking points for the High Commissioner, when required.
? Review thematic or geographic reports and prepare them for approval by the High Commissioner or Deputy High Commissioner.
? Assist the High Commissioner in developing strategies for a long-term framework for human rights mainstreaming strategy and policies.
? Support policy matters and operational activities aimed at developing national human rights capacity and institutions in specific geographic regions, as determined, in close liaison with the relevant substantive Divisions.
? Coordinate the preparation of analytical papers for the High Commissioner and other senior officials.
? Ensure effective coordination by OHCHR with the rest of the UN system on key policy issues.
? Accompany the High Commissioner to meetings with Government, UN and civil society representatives, , prepare meeting minutes and notes to the file.
? Perform any other related duties as required.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent degree) in law, human rights, political science or international relations, or other human rights related disciplines. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

Required experience:
- A minimum of seven years of progressively responsible experience in human rights, political affairs, international relations, law or related area at the international level.
- Human rights experience with international or regional organizations.

Desired experience:
- Experience in writing analytical briefing papers and talking points for senior officials.
- Experience in working directly with senior level officials in an international or regional organization.

語言要求

English and French are the working languages of the United Nations. For this post advertised, fluency in English and another official United Nations language is required. Knowledge of French is desirable.
