This position is located in the Department of Peacekeeping Operations, Office of Operations, Asia, Middle East, Europe and Latin America Division in New York. New York is classified as a “H” hardship duty station and a family duty station. The incumbent will report to the Director of the Asia, Middle East, Europe and Latin America Division, through the Team Leader of the Europe, Latin America and Asia Integrated Operational Team (ELAA IOT).

Within delegated authority, the Senior Political Affairs Officer will be responsible for the following duties:
? Formulates political affairs strategies; develops a vision or direction for work; proposes policy directives and plan of action for immediate and long range solutions to political problems in general and in specific geographical areas; identifies emerging issues pertaining to the mandates of the unit; analyses implications and makes recommendations on possible strategies and measures.
? Oversees the management of and monitors the development and progress of peacekeeping operations of assignment and related countries and regions.
? Maintains up-to-date knowledge of events as they affect the countries in the region assigned, Europe ; identifies and assesses new and emerging issues and areas of concern, provides early warning of potential trouble spots and makes recommendations, as appropriate.
? Plans, coordinates and manages programmes, projects and activities requiring interdepartmental and/or interagency involvement and participation.
? Drafts, or supervises the drafting of, various documents, i.e., reports to the Security Council, General Assembly, ACABQ, Fifth Committee.
? Ensures drafting of talking points and briefing notes for the Secretary-General and for senior level meetings, etc.
? Designs peacekeeping initiatives; advises on and participates in the negotiation to establish operations and develops guidelines, terms of reference and operational plans and time frames for new operations.
? Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
? Acts as coordinator for complex coordination and support missions.
? Maintains preparedness for and participates in the planning of start-up activities for new operations; as necessary, and the planning for the transition of or adjustment within ongoing operations;
? Participates in fact-finding and other missions to countries or operations within assigned area of responsibility and draft reports thereon.
? Formulates the programme of work, budget and medium-term plan of the unit and participates in the overall approval of the programme of work, and administrative matters concerning the IOT unit.
? Provides guidance to the field, maintains liaison and builds strong relations through formal and informal contacts with a wide-range of actors, parties to the conflict, members of the Security Council, other relevant Member States, troop and police contributing countries, the media, and regional organizations with respect to relevant peacekeeping operations;
? Performs other related duties as required.

Advanced university degree (Master’s degree or equivalent degree) in political or social sciences, international relations, economics, law, public administration, or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗
REQUIRED EXPERIENCE:
- A minimum of ten years of progressively responsible experience in political analysis, international relations, conflict resolution, peacekeeping, diplomacy or related area at the international level.
- At least one year of experience working in a field operation in an international organization, non-governmental organization, or within the United Nations common system (inclusive of peacekeeping, political missions and UN agencies, funds, and programs)
- Experience in the planning or coordination of multi-component operations or the planning for a transition in a peace operation.
- Experience with peace operations, multi-lateral negotiations or conflict resolution on Europe.
- Experience in the preparation and submission of reports on political, military and other relevant issues.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English and French is required. Knowledge of another UN official language is an advantage.
