This position is funded by the Support Account for peacekeeping Operations for a finite period of one year and may be extended subject to budgetary approval.

This position is located in the Supply Chain Planning and Enabling Service in the Logistics Support Division, Department of Field Support.
The Logistics Support Division (LSD) provides strategic direction and advice on logistical matters, monitors and assesses the delivery of transportation and specialist support services in the functional areas of air transport, surface transport, engineering, medical and supply, as well as aviation safety operations. Furthermore, the Division is responsible for the property management framework of field missions and monitors compliance with the IPSAS valuation and reporting requirements.
The LSD has been mandated to implement the supply chain management vision and strategy for a well-managed and agile supply chain to support United Nations field missions with effectiveness and efficiency through integrated 'end-to-end' processes, starting with robust planning and managing global demand, strategic sourcing, consolidated delivery and return, supported by a strong performance management framework.
The Chief of Service reports to the Director, LSD.

The incumbent is responsible for:
?Formulates and implements the substantive work programme of the Service under his/her supervision. Oversees the management of activities undertaken by the Service, ensures that programmed activities are carried out in a timely fashion and co-ordinates work in the different areas both within the Division and Department, and with other organizations of the United Nations System, as appropriate.
?Leads, supervises and carries out the work programme of the Service under his/her responsibility. Co-ordinates the work carried out by different work units under the Service; provides programmatic/substantive reviews of the drafts prepared by others.
?Establishes a planning capability to facilitate an “end-to-end” supply chain approach for field operations and a supply chain management performance framework.
?Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
?Reports on supply chain planning and enabling functions, including performance management framework, to intergovernmental bodies on budget/programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
?Provides strategic guidance on improving performance management based on lessons learned and best practice. Enhances the performance management framework to measure, monitor and manage the supply chain to ensure effectiveness and efficiency; establishes the relevant strategic supply chain performance indicators which provide data and analysis for the review of senior management.
?Ensures that the supply chain related outputs produced by the Service maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
?Provides strategic review of standardization opportunities and guidance on sourcing and delivery in line with global acquisition plans. Establishes the necessary processes to improve the organization ability to better identify and anticipate clients’ needs; including planning on a global scale and “rightsizing” resources to the requirements at hand to meet the evolving field missions support requirements.
?Builds strategic partnerships for contingency planning and emergency preparedness with Member States and other relevant entities within the UN Secretariat.
?Supervises and develops the annual supply chain plan through analysis, consolidation and establishment of missions’ requirements and conducts reviews of missions’ proposals to enable optimizing of resources in line with plans.
?Participates in the planning process of field missions, with particular attention to supply chain management areas and contributes to an integrated approach and consistency in the implementation and operationalization of the integrated supply chain management within the field missions including mission structure alignment.
?Undertakes or oversees the programmatic/administrative tasks necessary for the functioning of the Service/, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
?Recruits staff, taking due account of geographical balance.
?Manages, guides, develops and trains staff under his/her supervision.
?Fosters teamwork and communication among staff in the Service/ and across organizational boundaries.
?Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars.
?Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.

Advanced university degree (Master’s degree or equivalent degree) in business or public administration, supply chain management, logistics, or related area. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. Professional certification in project management, or equivalent is desirable.

A minimum of fifteen years of progressively responsible experience in supply chain management, project management, planning, logistics, or related field is required. At least five years of managerial experience in the area of supply chain management is required. Experience in managing supply chain operations in an international environment is required. Experience in logistics or supply chain performance management is desirable. Experience in planning, managing or supporting supply chains in a complex, volatile, conflict or post-conflict settings is desirable. Experience in leading a change management initiative, programme or project is desirable.

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another official United Nations language is desirable.
