This position is located in the Latin American and the Caribbean Institute for Economic and Social Planning (ILPES) at the Economic Commission for Latin America and the Caribbean. The Senior Economic Affairs Officer reports to the Division Director. The Economic Commission for Latin America and the Caribbean is one of the five regional Commissions of the United Nations. It was founded in 1948 with the purpose of contributing to the region's economic and social development. Its mission includes the design, monitoring and evaluation of public policies and the provision of advisory services, expertise and training to Governments, as well as support for regional and international cooperation and coordination activities. 工作內(nèi)容

Under the direct supervision of the Division Director, the Senior Economic Affairs Officer will be responsible for the following duties:

? Leads or participates in the formulation, organization and management of mandated programmes of economic analysis and the formulation of possible economic and development planning strategies, policies and actions in the context of the 2030 Agenda for Sustainable Development and the SDGs for adoption by countries of the region.
? Leads or participates in the identification of new or emerging development issues in the areas of public management, development planning and public policy and designs and develops programmes to address them.
? Identifies and designs innovative methodologies and technical tools to mainstream the Agenda 2030 of Sustainable Development and the Sustainable Development Goals in strategic planning, development planning, foresight planning, public investment and public management.
? Identifies emerging areas of work on strategic planning, foresight planning and supervises multidisciplinary teams undertaking this work.
? Commissions economic studies and analyses those which cannot be undertaken internally.
? Conceives, plans and manages expert group meetings, seminars and similar consultations that contribute to the finalization of the work unit’s outputs.
? Finalizes reports on development for issuance by the United Nations.
? Prepares speeches for senior staff and makes presentations on public management, planning, budgeting and in general economic issues for specialist or non-specialist audiences.
? Manages the work unit’s contribution to the preparation and management of meetings of intergovernmental bodies.
? Represents the organizational unit at international, regional and national meetings on development issues.
? Develops and maintains relations with senior officials of member governments and ensures a response to requests for advice and/or assistance on economic issues and policies.
? Negotiates with donor and recipient governments on technical assistance programmes and projects.
? Organizes and coordinates cooperation among Member States on development planning, public management and economic programmes or issues.
? Leads or participates in technical cooperation missions.
? Functions as the head of an organizational unit.
? Contributes to the formulation of the medium-term plan, the programme of work and the budget of the unit and participate in the formulation of the organization's overall programme of work and other similar endeavours.
? Attends to various administrative matters concerning the larger organizational unit (Section or Division).
? Performs other related duties as required.

Advanced university degree (Master’s degree or equivalent) in economics or related field is required. A first-level university degree in combination with two years of additional qualifying experience may be accepted in lieu of the advanced university degree. Studies in public management, planning or related field is required.

工作經(jīng)驗

At least ten years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area are required. Experience in development planning at the national and sub-national levels is required. Experience in public management and budgeting is required. Experience in the provision of policy advice and technical cooperation services to government authorities is desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For this position, fluency in Spanish and English (both oral and written) is required. Knowledge of Portuguese is desirable. Knowledge of another UN official language is an advantage.
