This position is located in the Strategic Planning and Staffing Division in the Office of Human Resources Management, Department of Management. The incumbent reports to the Director of the Strategic Planning and Staffing Division.

工作內(nèi)容

In an effort to ensure that outreach activities across the Secretariat are aligned with the Human Resources Strategy, and more specifically the talent management framework aimed at sourcing, attracting and developing talent globally, within the delegated authority, the Chief, Outreach Unit will be responsible for the following:

?Plans, organizes, manages and supervises the work of the Unit; ensures that substantive work programmes and programmed activities are carried out in a timely manner;
?Contributes and implements new human resources policies, practices and procedures to meet the evolving needs of the Organization, particularly those pertaining to sourcing and strategic staffing;
?Partners closely with client entities, as well as across OHRM, on strategic workforce planning exercises to holistically analyse and ascertain staffing needs on an ongoing basis, and proactively advises on strategies to meet organizational priorities including gender and geographical balance;
?Develops and implements outreach and sourcing strategies and approaches with key results indicators, aligning them with the overall HR strategic framework; designs sourcing tools and mechanisms to identify and attract qualified candidates;
?Reviews effectiveness of outreach strategies and other sourcing activities, with a view to enhancing the effectiveness on an on-going basis;
?Coordinates, collaborates and manages targeted outreach campaigns and efforts for the Secretariat, and collaborates with UN agencies on joint outreach activities, as needed;
?Represents the Organization with full delegation of authority in discussions with senior government officials, develops and maintains partnerships with Member States, as well as establishes networks of external partners, professional associations and universities for sourcing potential candidates;
?Provides substantive input for position papers and reports for presentation to intergovernmental bodies such as the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, the General Assembly and other policy-making organs, as appropriate;
?Any other tasks as assigned.

專(zhuān)業(yè)要求

An advanced university degree (Master’s degree or equivalent degree) in human resources management, business or public administration, social sciences, or related areas. A first-level university degree in any of these fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of ten years of progressively responsible experience in human resources management or related areas is required. Experience in developing and implementing outreach strategies and campaigns is also required. Demonstrated experience in workforce planning, talent sourcing strategies and building partnerships is desirable. Experience in change management and working at the global level is also desirable.

語(yǔ)言要求

English and French are the working languages of the UN Secretariat. For the post advertised, fluency in English is required. Knowledge of French is desirable. Knowledge of another official UN language is desirable.
