The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of
the environmental dimension of sustainable development within the United Nations system and serves as an authoritative advocate for the global environment. The overall objective of the Economy Division is to encourage decision makers in government, local authorities and industry to develop and adopt policies, strategies and practices and technologies that promote sustainable patterns of consumption and production, make efficient use of natural resources,ensure safe management of chemicals and contribute to making trade and environment policies mutually supportive. It promotes the development, use and transfer of policies, technologies, economic instruments, managerial practices and other tools that assist in environmentally sound decision making and the building of corresponding activities (http://www.unep.fr/). The position is located in the Economy Division, Energy and Climate Branch, at the Paris duty station.
工作內(nèi)容
Under the overall supervision of the Chief, Energy, Climate, and Technology Branch, and of the Director, Climate Technology Centre and Network (CTCN), the Programme Management Officer has the following duties and responsibilities:
1. Provides strategic advice and operational support to the CTCN Director and Chief, Energy, Climate, and Technology (ECT) Branch by:
a) identifying opportunities for integrating CTCN activities with those of the Energy, Climate, and Technology Branch, coordinating implementation of these activities, and reporting on outcomes
b) leading CTCN engagement with the Green Climate Fund and Multilateral / Regional Development Banks, establishing modalities for collaboration on technical assistance and capacity building
c) supporting mobilization of resources for the CTCN from governments, international financial institutions, foundations, and other sources
d) coordinating the preparation of documents for meetings of the CTCN’s Advisory Board, the United Nations Framework Convention on Climate Change (UNFCCC), Technology Executive Committee, and Climate Change Secretariat
e) ensuring reporting of CTCN activities is undertaken by UN Environment and collaborating partners
f) sharing information on CTCN best practices and approaches within the Economy Division and UN Environment more broadly.
2. Manages the Oil and Gas Methane Partnership of the Climate and Clean Air Coalition (CCAC) by:
a) ensuring the timely completion of activities, including the submission by companies of data into the Partnerships reporting database
b) leading the public review of Technical Guidance Documents and subsequent updates and guiding their approval by the Partnership Steering Group
c) developing new projects aimed at increasing the better management and control of methane emissions in oil and gas supply chain in partnership with industry partners, NGOs, and national governments
d) ensuring public recognition of achievements of partners in reducing emissions of methane.
3. Supports the overall activities of the Energy, Climate, and Technology Branch by:
a) managing the organization of policy dialogue series on technology issues related to the incumbent responsibilities under the CTCN and CCAC
b) representing the CTCN and ECT Branch in international meetings and events
c) designing and supporting implementation of new national and regional activities consistent with the Branch’s goals.

專業(yè)要求
An advanced university degree (Master’s or Doctorate, or equivalent) in law, public administration, economics or related fields is required. A first-level or higher degree (Bachelor’s, Master’s or Doctorate degree) in other fields with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
工作經(jīng)驗(yàn)
A minimum of seven years of progressively responsible experience in programme management working with developing countries on climate mitigation projects with a minimum of three years at the international level is required. Experience in the area of climate technologies, technology development and transfer, policy development processes in the context of climate change mitigation and in national governmental or intergovernmental organizations is desirable. Knowledge of project management methods and techniques, good knowledge of areas related to climate technologies, climate negotiations, methane emissions, knowledge of government processes, partnership management and ability to communicate in a consultative manner with stakeholders is an asset.,with good command of information technology tools including Microsoft Office package and IBM Lotus is an advantage.

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in written and oral English is required. Working knowledge of French is desirable. Knowledge of another official UN languages is an advantage.
