Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

This post is financed by the Support Account for Peacekeeping Operations for a period of one year. Extension of appointment will be subject to budgetary approval.

This position is located in the Policy and Best Practices Service of the Division of Policy, Evaluation and Training in DPKO/DFS. The Protection of Civilian Officer reports to Deputy Chief of the Service.

The Service provides institutional cross-cutting capacity to strengthen peace operations including through doctrine, policies and guidance, forward looking policy research and advice to UN leadership.

DPKO provides political and executive direction to UN Peacekeeping operations around the world and maintains contact with the Security Council, troop and financial contributors, and parties to the conflict in the implementation of Security Council mandates. The Department works to integrate the efforts of UN, governmental and non-governmental entities in the context of peacekeeping operations. DPKO also provides guidance and support on military, police, mine action and other relevant issues to other UN political and peacebuilding missions. 工作內(nèi)容

Under the supervision of the Deputy Chief of the Service, the incumbent is responsible for the following duties:

? To assist in improving the implementation of Protection mandates in UN peacekeeping operations, with a focus on the Protection of Civilians, and in close consultation with specialized protection experts, uniformed expertise, and relevant country desks.
? Develops, implements and evaluates PoC policy, guidance and implementation strategies; monitors and analyzes programme/project development and implementation; works to ensure that political strategies, peacebuilding and sustaining peace approaches in peacekeeping operations inform PoC mandates and vice versa; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions.
? Works closely with DPKO and DFS offices, including the Office of Operations, Office of Military Affairs, the Office of the Rule of Law and Security Institutions, the Logistics Support Division, to
determine how POC can be more effectively integrated into the mission planning processes for which they are responsible;
? Synthesises the work of DPKO/DFS on PoC, Child Protection and Sexual Violence in Conflict and communicates that synthesis effectively internally within DPKO/DFS and vis-à-vis protection partners;
? Researches, analyzes and presents information gathered from diverse sources;
? Provides specialist inputs on POC into cross-cutting guidance, training and planning materials;
? Contributes to and provides analysis of ongoing POC policy debates, including in Member State and research fora;
? Contributes to POC lessons learned exercises; including generating and analysing surveys; designs data collection tools; reviews, analyzes and interprets responses, identify problems/issues
and prepares conclusions;
? Organizes and prepares written outputs, e.g. draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
? Initiates and coordinates outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
? Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
? Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).
? Performs other duties as required.

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, human rights, child rights, women's rights or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗

A minimum of seven years of progressively responsible experience in the protection of civilians (PoC) in armed conflict, including specifically working on the development and management of PoC political or programmatic activities is required. Experience working in or in support of a peace operation is highly desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required. Knowledge of French is desirable.
