The United Nations Human Settlements Programme, UN-Habitat, is the agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Under the direct supervision of the Coordinator, Housing and Slum Upgrading Branch and general guidance of the Director, Programme Division, and within the framework of the Strategic Plan and priorities established by the Governing Council of the Human Settlements Programme through its biannual Work Programmes, the Programme Management Officer is responsible for the development of the housing unit portfolio and the operationalization of the unit’s programmes and initiatives.
工作內(nèi)容
1. Management of the Housing Unit and coordination of delivering for all activities within the defined delivery areas
-Establish and maintain a systematic and comprehensive substantive and financial reporting and monitoring system for the logical framework for the housing related activities of UN-Habitat.
-Providing inputs to annual and biannual sub-programme work plans, according to existing budget and assisting in the development of individual work plans and targets for the Unit’s Staff
-Planning adequate delivery mechanisms according to available staffing and budget
-Supervise and guide overall delivery and performance of the Unit team
-Ensure timely and accurate reporting
2. Develop products and services on housing policy development
-Provide support in the design and development of partnership instruments for the initiatives led by the housing unit, including drafting of memoranda of understanding and cooperation agreements.
-Support the planning and implementation of networking activities, expert group meetings, and seminars and prepare issue papers required for workshops and meetings.
-Support the development of national housing strategy and the formulation of national housing policies.
-Provide necessary technical inputs to the project team to produce housing policy development tools, methodologies and profiles.
-Provide necessary technical inputs towards the design and implementation of demonstration projects on sustainable and affordable housing solutions.
-Provide the required technical support towards the design and development of advocacy materials on global housing issues.
-Undertake missions as directed in support of networking and operational activities including backstopping and representation in meetings.

專業(yè)要求
Advanced university degree (Master’s degree or equivalent) in social sciences, housing or related field. A discipline in Sustainable development with emphasis on public policies , planning and management issues is desirable . A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree
工作經(jīng)驗(yàn)
A minimum of 7 years of progressively responsible experience in urban development planning or project management including 4 years at the international level is required. Understanding of urban social dynamics and urban governance systems in developing countries is an asset. Experience in working in large multi-cultural environments, sustainable development fields, project design & implementation with International Agencies is desirable .
語言要求
English and French are the two working languages of the United Nations Secretariat. For this post, fluency in English (both Oral and written) is required. Working knowledge any other UN language is an added advantage.
