This job opening is being issued for a position located in the Investigations Division (ID) of the Office of Internal Oversight Services (OIOS) in Entebbe. Entebbe is a family duty station. The incumbent will report to the Chief of Section in Entebbe. The incumbent will be required to travel to remote locations, at times for extended periods, to manage and conduct investigations.

OIOS is an independent office reporting to the Secretary-General and to the General Assembly. The Investigations Division (ID) follows up on reports of possible violations of regulations or rules, mismanagement, misconduct, waste of resources, sexual harassment, or abuse of authority.

The incumbent is responsible for the following duties:

?Participate in a team of investigators and coordinate investigative activities
?Plan, organize, conduct and manage investigations of cases of alleged violations of United Nations Regulations and Rules, pertinent administrative issuances, or cases involving serious breaches of international humanitarian laws
?Conduct interviews and obtain statements; analyse information
?Search for, gather, record and preserve all potential or relevant pieces of evidence, including in electronic format, ensuring that all necessary evidence chains are established and maintained
?Determine whether matters involve potential fraud, corruption, or other illegal or criminal conduct warranting referral to national authorities
?Participate in briefing and planning conferences with investigation staff
?Direct and conduct incident response activities. Undertake or oversee pre-response preparation, reception and recording of incident information, informing appropriate persons/offices during and after response, planning for response, and deployment to and control of the incident scene; preservation of evidence and hand-over of the scene to authoritative persons
?Implement and maintain established procedures to ensure professional competency and completeness throughout the investigation process
?Develop or contribute to the development of processes to meet the investigation needs
?Prepare complete and concise investigation reports and conduct post-investigation tasks
?Perform other duties as required

PROFESSIONALISM: Knowledge and understanding of the theories, concepts and approaches relevant to investigations; knowledge of investigation case management and administration; ability to gather evidence and interview suspects and witnesses; research, analytical and problem-solving skills; ability to identify and participate in the resolution of issues/problems; ability to apply good judgment in the context of given assignments; ability to plan own work and manage conflicting priorities; ability to gather and analyse electronic evidence; ability to draft and edit in English a variety of written reports, especially with respect to the preparation of complex reports of investigations; takes responsibility for incorporating gender perspectives and ensuring the equal participation of women and men in all areas of work.

COMMUNICATION: Speaks and writes clearly and effectively; listens to others, correctly interprets messages from others and responds appropriately; asks questions to clarify and exhibits interest in having two-way communication; tailors language, tone, style and format to match audience; demonstrates openness in sharing information and keeping people informed.

Advanced university degree (Master's degree or equivalent degree) in law, international law, criminal investigations, police studies, or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

工作經驗

A minimum of five years of progressively responsible experience in investigatory work is required. Experience in international investigation activities is desirable. Experience in an international or multicultural public institution is desirable.

語言要求

English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. A working knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
