This position is vacant due to the temporary assignment of the regular incumbent to another post. The selection and extension of appointment of the selected candidate will be contingent on the return of the incumbent who maintains a lien against this post. If the selected candidate is an internal staff member of the UN Secretariat, the selection will be recorded as a temporary assignment.

Extension of the appointment is subject to extension of the mandate and/or the availability of the funds.

Staff members are subject to the authority of the Secretary-General and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.

The post is located in the Office of the High Commissioner for Human Rights (OHCHR) in the Field Operations and Technical Cooperation Division (FOTCD), under the overall guidance of the Head of the Emergency Response Section (ERS) and direct supervision of the Coordinator of the Early Warning Unit.

工作內(nèi)容

Within delegated authority, the Human Rights Officer will be responsible for the following duties:

? Conducts analysis, drafts reports and contributes to early warning tools, including to the United Nations Operations and Crisis Centre (UNOCC), the Inter-Agency Standing Committee Early Warning Early Action report, Human Rights Up Front analyses, and other risk analysis reports.
? Plans and coordinates activities related to early warning and information management, including from a gender perspective.
? Conducts substantive research and analysis of human rights issues/events and assesses their impact on the human rights situation in assigned region or country.
? Collects and analyses human rights data and indicators in respect of early warning priorities.
? Assists in the implementation and review of the OHCHR Human Rights Case Database (HRDB) or other similar tools, as required.
? Provides support to sub-commissions, commissions and other bodies; follows-up on implementation of decisions rendered by policy-making bodies.
? Ensures human rights issues, including their gender equality dimensions considerations, are integrated into political, humanitarian and economic efforts and programme.
? Defines work plan for area assigned in accordance with established terms of reference.
? Assists country military and police to develop and implement a training program in the field of human rights, international humanitarian law, democracy and the rule of law, with attention to gender perspectives.
? Supervises field verification work through potential visits; follows up on different cases and situations verified by the regional offices.
? Represents UN human rights programme at working level meetings.
? Writes a variety of reports, communications, briefings, statements, etc., including to policy-making bodies.
? May provide guidance to new/junior staff.
? Performs other related duties as required.

專業(yè)要求

Advanced university degree (Master’s degree or equivalent) in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.

工作經(jīng)驗(yàn)

A minimum of five years of progressively responsible experience in human rights, political affairs, international relations, law or related area. Field experience with a UN agency or other international organization is an advantage. Experience in working with UN inter-agency processes and mechanisms is an asset.

語(yǔ)言要求

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required; knowledge of French is desirable. Knowledge of another UN official language is an advantage.

Candidates who have committed crimes other than minor traffic offences may not be considered for employment.
