The Department of Operational Support (DOS) was established to provide end-to-end operational support, advisory services and other solutions to operating entities across the Secretariat, including departments, offices away from headquarters, peace operations, and regional commissions. This position is located in the Division of Healthcare Management and Occupational Safety and Health (DHMOSH), Office of Support Operations (OSO), Department of Operational Support (DOS).
The Division of Healthcare Management and Occupational Safety and Health provides expert healthcare management and OSH services to all UN secretariat entities (Field missions, Offices Away from Headquarters and Economic Commissions), the New York-based agencies funds and programs, as well as strategic leadership of whole-of-system medical issues through the UN Medical Directors Network. The Senior Medical Officer reports to the Director of DHMOSH.

Within delegated authority, the Senior Medical Officer will be response for the following duties:
? Takes primary responsibility for the medical emergency- related components of the Division’s work and serves as the focal point for system-wide emergency preparedness and response issues, including casevac policy and support, pre-hospital trauma care standards, training and oversight and mass casualty incidents preparedness, including training and simulation exercises.
Clinical Duties:
? Defines capabilities required for each point of care in a trauma or medical emergency response.
? Provides technical content to support the Senior Medical Officer Healthcare Workforce and the Senior Medical Officer for HQPS/Clinical Governance in the development of training programs to ensure those capabilities are in place where and when needed.
? Develops planning tools and templates to enable duty stations to develop risk-based emergency medical preparedness plans and oversees the implementation of these plans.
?Assists duty stations with the design of desktop and full simulation exercises to test and refine emergency response procedures and mass casualty incident response. Contributes to the development and availability of trained medical response teams (UNMERT) for deployment to areas where emergencies have occurred and deploys when necessary to the field with UNMERT Alternatively: Assists and supports, in coordination with Secretariat and AFP partners, affected duty stations in the aftermath of mass casualty incidents with medical and medico-administrative decision making. Travels to affected duty stations and facilitates travel of key response partners, depending on the scope of incident and if required.
? Formulates strategies that address rapidly changing security environments and related risk controls.
?Participates in duty station health risk assessments, applying the UN Medical Director-approved HRA methodology Medico Administrative Duties.
? Maintains and continuously updates a centralized database with information about duty station-related emergency preparedness levels, gap analysis and mitigation measures; advises the Medical Director on critical gaps and proposes risk controls in consultation with the duty station.
? Acts as medical focal point and strategic planner for the development of surge/start-up medical capacity in consultation with relevant entities inside and outside the Division.
? Develops and implements a self-assessment tool for duty stations to assess their preparedness levels.
? Advises the Medical Director and the Senior Medical Officer for Public Health on implications of duty station preparedness levels in Pandemic/Outbreak of infectious disease scenarios.
? Deputizes for the Deputy Director and Medical Director, as applicable, in their responsibilities of medical emergency and crisis management scenarios.
? Oversees Mass Casualty Planning in HQ, OAH and Economic Commissions locations.
? Performs other related duties as required.

Medical Doctorate or equivalent (MD, MB,BS, MB,ChB), or equivalent with current license to practice as a medical practitioner is required. Postgraduate qualification (Masters, fellowship, board certification or equivalent) in Emergency Medicine is desirable. Undergraduate or post-graduate qualification in management is desirable. Certification in Disaster Management is desirable.

A minimum of ten years of progressively responsible clinical experience in one of the areas of medicine is required
A minimum of three years of experience in system-level management of medical emergency response frameworks and emergency preparedness in military or civilian settings is required
A minimum of three years of experience in health risk management and health support planning is required
Experience in the implementation of reform programs in a multi-stakeholder health environment is required
Experience working with and leading multi-disciplinary teams is required.
Major Incident Medical Management and Support (MIMMS) or equivalent certification is desirable.
Experience in disaster management is desirable.
Experience in the implementation and review of medical policies is desirable
Experience in an international environment is desirable.
語言要求
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required; knowledge of French is desirable; Knowledge of another official United Nations language is an advantage.
